Vitebsk is one of the largest cities of the Republic of Belarus. Industrial and cultural center. The city over the Western Dvina entered the bright pages into the culture of many peoples. The life and work of the Enlighteners of the past are connected with Vitebsk: Francis Skaryna and Semion Polotsky, writers - Alexander Pushkin and Gabriel Derzhavin, Yanka Kupala and Yakub Kolos, Taras Shevchenko and Nikolai Gogol, Ivan Lazhechnikov and Andrey Delvig, Vladimir Korotkevich and Vasil Bykov, Ivan Bunin and Janis Rainis and many others.

Vitebsk is a city of artists. It is called the "The Second Paris". Marc Chagall and Ilya Repin, Yudel Pan and Kazimir Malevich, Robert Falk and Mstislav Dobuzhinsky,

At the beginning of the 20th century, Vitebsk turned into a kind of symbol of the dynamic art of the world-famous "Vitebsk School", whose brilliant representatives were  Marc Chagall, the author of the mysterious "Black Square" Konstantin Malevich, the creator of the Russian seasons in Paris Mstislav Dobuzhinsky. Masterpieces  of these artists are exhibited in the largest museums in the world and have glorified our school of painting. Visiting the MUSEUM OF MARK SHAGAL in the house on Pokrovskaya street, which in the early 1900's was built by the father of Marc Chagall and where the artist spent his youthful years. The museum presents household items of the turn of the XIX-XX centuries, copies of archival documents and works of the artist. Chagall’s graphic works  exhibitions as well the exhibitions of Belarusian artists together with various art events   are constantly held  in the Art Center of Marc Chagall.

The biographies of musicians are connected with Vitebsk. and. composers: Anton Rubinstein, Leonid Sobinov, Ivan Sollertinsky, Mark Fradkin and others, whose names are named streets, squares, parks.

Today Vitebsk is known as the musical capital of festivals. There are jazz, "bard", children's piano festivals and many others . Since 1992, Vitebsk has become the capital of the International Festival of Arts "“SLAVIANSKI BAZAAR IN VITEBSK”   that in 2018  will be held from July 10  to July 18,
